About Brian Quigley

As Senior Vice President for Government Relations, Brian Quigley, a graduate of Rutgers Law School and a former Eagleton Institute of Politics fellow, brings more than two decades of experience across the public and private sectors, with deep involvement in many of New Jersey’s most consequential legislative, regulatory, and policy discussions.

Brian previously served as Deputy Executive Director and General Counsel for the New Jersey Assembly Majority Office, where he acted as chief legal advisor to the Assembly Speaker and the majority caucus. In that capacity, he provided strategic counsel on complex legislative matters and helped guide the development of major policy initiatives. Brian was also responsible for implementing the state’s first-ever electronic voting session during the COVID-19 public health emergency.

He comes to Rutgers from Prudential, where he led the company’s legislative, regulatory, and executive engagement in New Jersey and with the state’s federal delegation. His work strengthened Prudential’s presence and influence in its home state through collaboration across cross functional teams and proactive engagement with key stakeholders at the local, state, and federal levels. Brian’s leadership in coordinating complex initiatives, advancing policy priorities, and facilitating dialogue with policymakers has helped position Prudential as a significant institutional partner on critical economic and social issues in New Jersey.

Beyond his professional roles, Brian has contributed meaningfully to New Jersey’s civic and economic landscape through service on several nonprofit and public interest boards, including Choose New Jersey, the New Jersey Life and Health Guaranty Association, and the New Jersey–Ireland Trade Commission.

As he steps into this new role at Rutgers, Brian brings a reputation for strategic insight, collaborative leadership, and a deep commitment to strengthening New Jersey’s public institutions, economic vitality, and higher education ecosystem.
